Public Notice - Proposed City of Miami Annual Action Plan for Fiscal Year 2013-2014

As per the Code of Federal Regulations 24 CFR 91.200, the U.S. Department of Housing and Urban Development (“HUD”) requires entitlement cities that receive funds under its grant programs to prepare an Annual Action Plan, which details proposed activities to maximize the benefits of federal funding for low income residents. The City of Miami is required to report annually to HUD on projects funded through the Community Development Block Grant (“CDBG”); Home Investment Partnership (“HOME”); Emergency Shelter Grant (“ESG”); and Housing Opportunities for Persons With AIDS (“HOPWA”) programs.

The City of Miami Department of Community and Economic Development has completed a draft of its 2013-2014 Action Plan. The Annual Action Plan will be available for public review and comment for a period of no less than 30 days. The review and comment period begins on January 14, 2013, and ends February 13, 2013. The plan will be presented to City Commission for approval on February 14, 2013, (public hearing) at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33130 at 9:00 a.m. 

Draft copies of the Plan will be available at the City of Miami Department of Community Development office located at 444 SW 2nd Avenue, 2nd Floor, Miami, FL, 33130 on January 14, 2013. Comments to the plan must be submitted, in writing to: 444 SW 2nd Avenue, 2nd Floor, Miami, FL. 33130; Attn.: Roberto Tazoe, no later than February 14, 2013. Interested individuals are encouraged to attend the Public Hearing. The meeting site is accessible to the handicapped. The City of Miami Department of Community Development is accepting applications for the Fiscal Year 2012-2013 Micro Business Enterprise (MBE) Program in District 5. This program is funded with Community Development Block Grant (CDBG) funds and provides for up to $10,000 for qualifying micro businesses located District 5. A business may qualify if it meets the following criteria: (1) For-Profit Business; (2) Has 5 or fewer employees (owner included); (3) The owner must have an income of less or equal to 80% of the area median income (refer to chart on City website); (4) Business must be located within the Target Area; (5) Business must be licensed and up-to-date with all applicable licenses; (5) Business must not have received previously Micro Business Enterprise Assistance more than twice before.
