for the Micro-Enterprise Assistance Program
for qualifying small businesses in District

Development Releases RFP for
Construction/Rehabilitation/Permanent
Financing for Multi-Family and Single Family
Projects Located in the City of Miami.

The City of Miami is seeking
proposals for construction/permanent financing
needs associated with
construction/rehabilitation of affordable
multi-family rental housing projects or single
family housing projects to benefit families
making less than 80% of the Area Median Income
(AMI), as adjusted for family size. Properties
under the RFP requesting HOME or a combination
of HOME and HOPWA funding must be located in the
City of Miami. Properties requesting HOPWA
funding only must be located in Miami-Dade
County. This initiative is funded through the
City of Miami’s Home Investment Partnership
Program (HOME) and Housing Opportunities for
Persons with AIDS (HOPWA) programs. See

Addendum #1: The workshop for this RFP has been
scheduled to take place at Roberto Clemente
Park, inside the Dorothy Quintana Community

Development Will Commemorate the 2011 National
Community Development (CD) Week.

The City of Miami’s Department of Community
Development will
commemorate the 2011 National
Community Development (CD) Week from April
25-30th. The City is planning a rally
to highlight the successes of the federally
funded Community Development Block Grant (CDBG)
program on Monday, April 25th, 10
a.m., at the Manuel Artime Theater in Little
Havana. On Thursday, April 28, 2011, a City
Proclamation will be issued at the City of Miami
Commission meeting commemorating the positive
effects of CDBG in the City of Miami for the
last 30+ years.
Since 1975, the CDBG program has been providing
local government with the resources necessary to
meet the needs of persons of low- and moderate-
income. These dollars have had a significant
impact in our community by providing for
economic development, capital improvement,
housing, and public services. Miami presently
receives $8,950,890 million in CDBG funds
annually and these monies are primarily
distributed to programs in underprivileged
neighborhoods allowing for the following
accomplishments:

Public Services
such as childcare, youth
services and elderly programs in 2010:

Meals for 1,378 elderly
-
Daily after school care and youth
services for 538 children
-
Emergency counseling services for 30
seniors
-
Programs for 20 adults with
disabilities
-
Economic Development
such as job creation,
façade program, code compliance in 2010:

24 jobs were created/retained
-
183 commercial façade
rehabilitations completed

17 small businesses were
provided with technical and/or

Public Notice Related to the Use of Neighborhood
Stabilization Program 3 (NSP3) Funds

Federal regulations governing the City of Miami
2009-2013 Consolidated Plan require that
citizens be provided reasonable notice of and
opportunity to comment on any substantial
amendment to the plan per 24 CFR 91.105 &
91.115. The City of Miami was awarded $4,558,939
in NSP3 funds, as a result of the 2010
Dodd-Frank Wall Street Reform and Consumer
Protection Act, and proposes the following NSP3
activities to be undertaken to benefit low-,
moderate- and middle income residents. This
constitutes a substantial amendment to the
2010-2011 Action Plan:

Proposed City of Miami Annual Action Plan for
Fiscal Year 2011-2012

As
per the Code of Federal Regulations 24 CFR
91.200, the U.S. Department of Housing and Urban
Development (“HUD”) requires entitlement cities
that receive funds under its grant programs to
prepare an Annual Action Plan, which details
proposed activities to maximize the benefits of
federal funding for low income residents. The
City of Miami is required to report annually to
HUD on projects funded through the Community
Development Block Grant (“CDBG”); Home
Investment Partnership (“HOME”); Emergency
Shelter Grant (“ESG”); and Housing Opportunities
for Persons With AIDS (“HOPWA”) programs.
The City of
Miami Department of Community Development has
completed a draft of its 2011-2012 Action Plan.
The Annual Action Plan is available for public
review and comment for a period of no less than
30 days beginning on January 5, 2011, and ending
February 3, 2011. The plan will be presented to
City Commission for approval at the
January 13, 2011 public hearing before
City Commission. All public comments deemed
appropriate by the city will be added to the
plan prior to submission to HUD.

5

Applications for the Micro-Enterprise Assistance
Program in District 5 will be available starting
Tuesday, January 4, 2011. This program
provides up to $10,000 in assistance for
eligible business expenses to qualifying
for-profit businesses within that District. Some
requirements of the program include: the
business must have 5 employees or less
(including the owner); the business must be
located within the City of Miami's District 5
boundaries; and, the business owner must be of
low- to moderate- income as established by the
U.S. Department of Housing & Urban Development
(HUD) guidelines.
All completed applications must be submitted
VIA U.S. MAIL to the address
indicated in the application, and postmarked on
or before January 18, 2011. This program is
based on funding availability. Please see the
