On July 22, 2010
City of Miami Commission voted to approve a
Stipulated Settlement Agreement and Port of
Miami River Sub-element remedial actions.
The agreement and sub-element includes all
conditions that were agreed upon during
meetings that where held between the City,
DCA, and the Intervenor. These new policies
have been updated to the MCNP Port of Miami
River Sub-element dated July 2010 and
concludes the 2008 EAR-Based Amendment
process.
Update July 2010
On April 22, 2010 the City of Miami
Commission adopted a 20-Year Water Supply
Facilities Work Plan and amendments to the
MCNP to revise the Natural Ground Water,
Potable Water, Natural Resource
Conservation, Capital Improvements and
Intergovernmental Coordination Elements that
support this Work Plan. The Work Plan
shall remain consistent with projects as
listed in the South Florida Water Management
District’s Lower East Coast Regional Water
Supply Plan. The Work Plan will be updated,
at a minimum, every 5-years and within 18
months after the South Florida Water
Management District’s approval of an updated
Lower East Coast Regional Water Supply Plan.
The Florida Department of Community Affairs
(DCA) issued a sufficiency statement on July
8, 2010 in response to the adoption of these
amendments.
Update April
2010
The City of Miami Commission on February 25th,
2010 adopted amendments to the Miami
Comprehensive Neighborhood Plan (MCNP)
language and 2020 Future Land Use Map that
will establish a Health District Regional
Activity Center. The Health District “RAC”
will attract: 1) Hospitals, emergency rooms,
clinics, laboratories, medical, research and
clinical: 2) biotechnical laboratories and
research facilities; and 3) all other
accessory uses in support of and for the
expansion of medical services, educational
facilities, offices commercial uses, and
residential development, in areas of
concentrated intensity located in close
proximity to major public transportation
facilitates and transportation corridors.
The Florida Department of Community Affairs
(DCA) issued a sufficiency statement on
April 8th, 2010 in response to
the adoption of these amendments.

January 2010
The City of Miami Commission on October 22nd,
2009 adopted amendments to the Miami
Comprehensive Neighborhood Plan (MCNP)
language and 2020 Future Land Use Map that
will contribute to better transition scaled
communities and encourage stronger mixed-use
activity. The Florida Department of
Community Affairs (DCA) issued a sufficiency
statement on December 2, 2009 in response to
the adoption of these amendments. Amendments
to the MCNP language and the 2020 Future
Land Use Map are in effect since December 9,
2009.
By State Statute, each City and County in
Florida must adopt a comprehensive plan and also
adopt land development regulations to implement
the comprehensive plan.
The Miami Comprehensive Neighborhood Plan (MCNP) was
adopted as Ordinance 10544 on February 9, 1989
and contains amendments by the City Commission through
October 22, 2009. The purpose of the MCNP is to indicate how the City will meet the
needs of existing and future residents,
visitors, and businesses, while preserving the
character and quality of its communities. MCNP
creates a policy framework that has the effect
of law, to guide all public and private
development decisions in the City. MCNP consists of materials
(written and graphic) that describe the principles, guidelines, and
standards for the orderly and balanced future
development of the City (economic, social, physical, environmental, and
fiscal development).
The Chapters or "elements" of the MCNP encompass
Goals, Objectives, and Policies for future land
use, housing, parks, transportation, capital
improvements, intergovernmental coordination,
etc. Implementation of the MCNP occurs
through City land development regulations such
as the zoning code, detailed housing plans,
historic preservation code, environmental
preservation code, and specific district or
sector plans.
2020 Future Land Use Map
The 2020 Future Land Use Map is a planning
instrument designed to guide the future
development and distribution of the land uses
within the City in a manner that is consistent
with the goals, objectives, and policies of the
Miami Comprehensive Neighborhood Plan (MCNP).
